The good news:
The School problem is now over, and the health district says that it is NOT A HEALTH PROBLEM. THEY HAVE TESTED LOTS OF CAPTURED ROOF RATS AND FOUND NO DISEASES ETC THAT ARE HARMFUL TO PEOPLE.
It can be a nuisance though, and the health district recommends the following:
Trim trees and shrubs, especially the skirting of dead palm tree leaves.
do not feed pets outside. dog and cat food is their favorite!
